Upcoming Title IV Requirements & Other Notifications
- FSA Electronic Announcement GENERAL-26-49, Guidance on FVT/GE Data Reporting, STATS Early Implementation, and Next Steps for Publication – Guidance has been released on the transition from Financial Value Transparency and Gainful Employment (FVT/GE) reporting to the new Student Tuition and Transparency System (STATS) framework, including an option for institutions to early implement STATS for the 2026 reporting cycle. Additional information is available through the STATS office hours on September 10, 2026, ahead of the October 1, 2026, reporting deadline. Institutions that failed to fully report or underreported required FVT/GE data from the 2024 and 2025 reporting cycles have until January 15, 2027, as the final deadline to correct missing submissions, with potential enforcement actions for continued noncompliance.
- ED Releases Formal Guidance on Schedule of Reductions – ED released formal guidance on implementing the new Schedule of Reductions requirements for Direct Loan borrowers enrolled less than full-time beginning in the 2026–27 award year. As this National Association of Student Financial Aid Officers (NASFAA) article notes, the FAQ clarifies loan limit calculations and how the new requirements will interact with existing Title IV eligibility, disbursement, and reporting rules.
- Temporary Changes to Professional Student Loan Limits: What Students Need to Know – A recent federal court order temporarily expanded the list of academic programs classified as professional degree programs for federal student loan purposes. Institutions should review the updated program classifications outlined in this NASFAA resource and monitor future guidance, as loan eligibility and borrowing limits may be affected by ongoing litigation.
- FSA Electronic Announcement CB-26-14, Federal Perkins Loan Servicer Change - School Transition Information – Federally held Perkins Loan servicing will transition from ECSI to GCR Servicing by December 1, 2026. Institutions assigning Perkins Loans to ED should note that ECSI will stop accepting new assignment submissions on October 1, 2026, and should plan accordingly to avoid processing delays.
- FSA Electronic Announcement GENERAL-26-51, Invitation for Higher Education Stakeholder Input to Federal Student Aid’s Fiscal Year 2026–30 Draft Strategic Plan Goals and Objectives – The Fiscal Year 2026–30 Strategic Plan draft has been released, outlining priorities related to aid delivery, student loan repayment, technology modernization, and operational excellence. Institutions and other stakeholders are invited to provide feedback on the draft goals and objectives by September 23, 2026.

The courses provide guidance on CDR calculations, institutional impact, borrower outreach, and enrollment reporting as institutions prepare for the release of official cohort default rates later this year and draft rates in early 2027.
